Windows 7 features two basic types of user accounts, Administrator and Standard (also including Guest account). The Administrator account has full access to all computer  and system settings. A Standard user essentially has access only to files and settings that effect that particular user.
You may need to change account types to give a user more access to perform tasks like installing software or other system changes, or you may need to change the account to give a user less access to prevent critical system changes.
